This topic assumes that user A with the lowest service rights is having an incoming or outgoing call. If the trunk resources are full, user B with higher service rights can preempt the trunk resource occupied by user A to make an outgoing call. Then, user A will hear the announcement "The system is busy. Please try later." Figure 1 shows the scenario.
